Heritage Conservation Districts
and the Port Dalhousie OMB Decision
Saturday, April 25, 2009
Community Heritage Ontario and Architectural Conservancy of Ontario held a forum
on the implications of the Ontario Municipal Board decision
with regard to a proposed building project in the Port Dalhousie Heritage Conservation District .
The decision raised a number of issues for the management of existing heritage conservation districts,
for the existing plans guiding their development and for the writing of such HCD plans in future.
The purpose of the forum was not only to examine the issues, but also to look at what has to be done within the existing legislation
to address the problems and at what changes may be needed in both municipal and provincial policies.
Among the speakers were Jane Pepino, a well-regarded municipal lawyer,
Wayne Morgan, the heritage planner who worked with the Port Dalhousie community group
and Prof. Robert Shipley from the University of Waterloo who spoke about his research on the effectiveness of HCDs as preservation tools.

Preserving Heritage Schools
Despite the fact the the Ministry of Education failed to send a
spokesperson to discuss the Ministry's position or policy on school
facilities, the workshop was well received and well attended.
Many communities are faced with closing of their local schools in the face of declining enrolments,
consolidation of schools by boards and a financing formula which emphasizes efficient use of space.
What will happen to those school buildings, buildings that often are important to their communities?
The workshop focus was the issue of preserving school buildings
with cultural heritage significance in their communities.
The main topics included:
Adapting school buildings to other uses.
Keeping school properties in community ownership.

Conservation, Designation and Conflict
Community Heritage Ontario and the Burlington Heritage Committee
held a workshop on Saturday, October 20, 2007.
Topics included the legal tools of preservation, heritage inventory and designation
and how municipal heritage committees may work with property owners,
the community and councils to preserve properties with cultural heritage value.

2007 June 23rd Brampton
The Role of Municipal Heritage Committees (MHC) In Their Communities
The Brampton Heritage Committee and Community Heritage Ontario
held a workshop on Saturday, June 23, 2007
on the Role of Municipal Heritage Committees (MHC) In Their Communities.
It was aimed at people who have recently been appointed to a MHC
and others who wanted to gain a broader knowledge of municipal heritage preservation issues.
2007 February 15th Kingston
Conservation, Designation and Conflict Resolution
CHO hosted a workshop in Kingston on Thursday, February 15 , 2007.
The topic was Conservation, Designation, and Conflict Resolution.
The morning addressed encouraging support for conservation and designation among owners,
municipal staff and councillors, and other stakeholders.
The role of each involved with the designation process, myths and advantages,
adaptive reuse strategies, and incentives was discussed.
In the afternoon, members of the Conservation Review Board
demonstrated the role of the CRB,
how to prepare for a hearing, strategies for conflict resolution,
and possible outcomes of the hearing and CRB decision.
Attendance was greater than expected but all were accommodated.

Churches
and Heritage Preservation
Community Heritage Ontario, the
association of municipal heritage committees, held a symposium on the issue of heritage preservation and
places of worship. It was an issue which arose because of
the churches' concern that municipalities, under the proposed
Bill 60 amendment to the Ontario Heritage Act, are being given
too much control over designated church properties and that
municipalities may begin to designate such churches without
regard to the ability of congregations to maintain them or to
congregational needs to alter their buildings to better fulfill
their missions. The workshop held in Scarborough back on April 8th, 2005 was well attended. Presenters included:
